He's frustrated by her chaste restrictions on their intimacy and accuses her of teasing. He pulls up her skirt, pulls down her panties, and spanks her with his hand. As in several Bizarre Life issues, the center pages of Whip n' Rod Number One consist of thick, dull, colored paper. While this may have economic benefit for the publisher, photographs appear with mixed quality when printed on this kind of stock.
