Suggested by locales, diction and viewpoint, we speculate that the many tales told in those card series framed by technical drawing borders and boxes are British. Each card has text and one illustration.
The artist and writer are unknown to us, but his graphic skills are obvious. It seems likely that one person inked the drawings and wrote the story and text. All the stories in this format have sadistic male protagonists. Was the creator expressing his own fantasy preferences or accommodating a particular audience? Probably both.
Vanessa, “a typical Victorian beauty” becomes tutor to Teresa in the castle of Grand Duke Karl in a Balkan country. When the teacher disciplines the student, the royal brat demands retribution.
After the teacher gets stripped down to stockings and boots, she meets Fritz, the Duke's official flogger. She's fastened to a frame of heavy timbers and Fritz makes her bottom red. Then, Teresa takes the whip and adds more color.
Vanessa trains for military service and gets abuse by sergeants and the wardress of the dungeon. Dressed in officer's uniform, Baroness Gerda enjoys supervising and watching Vanessa's punishment.
Fritz gets directed to aim his whip at the body of a captured Jewess. The Duke's hatred-laden dialog stinks with arbitrary ethnic contempt. After brutal punishment, he lets Fritz use her for his pleasure.
On her 18th birthday, Teresa requests that she be able to watch Vanessa receive another flogging. Fritz performs as instructed.
In summer, they all vacation at the royal hunting lodge. Vanessa endures more whipping by military personnel.
The comic series presents male domination fantasy, with intense sadist tableaux and helpless women tormented for the entertainment of others. Pretty captives endure sexual abuse.

'Smart' Secretary
He summoned Sally Wiggins into his private office. She entered and her employer noted once again how extremely well the young lady filled her plain, sleek, form-fitting dress. Smart, well-groomed and explosively figured, Sally was a very fine physical specimen. Mr. Sinclair admired her for far more than her undoubted efficiency — in many ways she represented his ideal and he longed to possess her. . . .
When Sinclair confronts secretary Sally with evidence of her embezzlement “of many hundreds of pounds,” she breaks down in tears. He offers her two options:
"Look, woman," he said harshly. "The choice it simple. You can choose either prosecution or a first rate hiding on that shapely backside! Tomorrow is Sunday. I will be here in the morning, alone. If you choose the beating, then be here at ten o'clock — sharp!"
Stupefied, Sally stared at him, mutely wringing her hands in mental anguish.
"Now clear out and make up your mind," rapped Mr. Sinclair. "On Monday morning, I ring the police first thing, if your choice goes that way." Tremblingly, the devastated secretary crept from the room. Mr. Sinclair then began to plan his triumph, assuming to some extent that in the end Sally would not choose the law.
When she reports on Sunday, he has her undress, bends her over a cabinet, canes her cruelly and then has his way with her. In the last panel, she sits on his lap.
